Both Minato and Tobirama teleported at the same time, changing spots. It was a two person technique. Tobirama even says that they're not using clones, they're using their own bodies. And the only reason Minato said a different name for the technique is to distract Obito into thinking he was commited to attacking him from behind. That's why once the teleportation was finished his words were only just now coming out.

Minato, Obito, and Tobirama are the only ones with tags on them. Sasuke and Naruto don't. They aren't teleporting. The order is this: Minato teleports behind Obito and starts his "attack" (the jutsu he named, but never intended on using). Obito moves away, thinking that Minato was trying to hit him in his back. Minato wasn't. Tobirama places a tag on Obito who's distracted (actually, he likely just used the tag that was already on him.) After that, at the exact same time, Minato (who's already been hit) teleports while Tobirama teleports (holding onto Obito brings him with him). Because Minato and Tobirama used the technique at the same time, instead of one of them just going next to the other, they both teleport to where the tag was originally.
